The Consell d'Eivissa is drafting a tourism plan that would stop Ibiza issuing new nightclub licences. Not close the rooms already open. Stop making more of them.

The measure sits inside the PIAT, the island's tourism-intervention plan, and it is still in drafting. Mariano Juan, the Consell's first vice president, told Periodico de Ibiza in June that the plan would prohibit new nightlife establishments, and that the Consell wanted it settled in consensus with the sector. Radio Ibiza's Joan Tur reported the same proposed measure a day earlier, with the summer process deciding how it reaches the final plan. DJ Mag, picking it up in August, noted that much of the island already restricts new licences. The PIAT would formalise those limits and make them island-wide.

In 2005 it was a 6am curfew

We ran the rumour that Ibiza was about to enforce a strict 6am curfew. Judge Jules, who promoted Judgement Sundays at Eden in San Antonio, told Skrufff he was not worried. "They say the same thing every year around this time, but I monitor the local Ibiza press each week, and there's been no reference to it there."

Twenty-one years on there is local press carrying it, two outlets of it, a named vice president on the record, and a plan in drafting.

What a ceiling would change is where ambition goes. A promoter with money and a plan for a new room on Ibiza has spent decades answering that with a building. Under a cap the answer is a night inside a room that already holds a licence: the same rooms, the same residents, the same community parties that have been carrying the season anyway.
